M07 · SEMANTIC READING EDITION · INTERNAL REVIEW

Editorial note: the approved M05-A caption baseline has been retrieved in the review record. The sentence below about captions being unavailable describes the earlier PDF build; the four website samples remain separate new proposals. Media permissions and accessibility review remain unresolved; this public portfolio display does not establish clearance for reuse.

Digital Bridges 2026 — Strategic Communications Portfolio

From Curiosity to Collaboration / Dari Rasa Ingin Tahu Menuju Kolaborasi Author: Abdan Syakuran, S.Kom. — independent ABDAN LABS software developer and part-time Informatics educator Milestone: 07 | Edition: 1.0 internal review | Date: 30 October 2026

Independent work-sample notice: This is an independently developed, hypothetical communications portfolio. It is not commissioned, funded, sponsored, approved or endorsed by the U.S. Embassy Jakarta, EducationUSA or the U.S. government. It does not report an implemented campaign, real audience outcomes or any institutional policy.

This text-first version follows the ten-section PDF for reading and accessibility review. Approved campaign media are maintained separately and are not recreated in this text file.

1. Cover and identity

Digital Bridges 2026 is a bilingual education-first campaign concept that uses official U.S. study information, digital-literacy framing and responsible AI-assisted communication. Its public-facing English title is From Curiosity to Collaboration and Indonesian title is Dari Rasa Ingin Tahu Menuju Kolaborasi.

2. Executive strategic summary

Challenge: Interest in studying in the U.S. does not by itself produce informed decisions. Admissions requirements, financial aid and online scholarship claims call for understandable, credible guidance.

Approved core message, English: “Curiosity opens possibilities. Reliable information helps turn those possibilities into meaningful next steps.”

Pesan inti, Bahasa Indonesia: “Rasa ingin tahu membuka peluang. Informasi yang tepercaya membantu kita menentukan langkah nyata untuk mewujudkannya.”

Proposed approach: Verify sources first; explain them in accessible language; guide readers toward a realistic next action.

Milestone provenance: M02 approved strategic brief; M03 produced seven-slide Indonesian carousel; M04-C produced 45-second bilingual video; M05-A approved four bilingual social editorial formats, with M05-C release blockers still open; M06 approved a crisis scenario and evaluation plan. These statuses refer to completed or approved work within an independent exercise, not a deployed public campaign.

3. Audience and message strategy

Primary proposed segment: Indonesian students and recent graduates exploring U.S. higher education, affordability, academic fit and application preparation.

Secondary proposed segments: Educators, early-career professionals and younger technology learners who may use verified education resources or share them with students.

Proposed audience journey:

  1. Discover / Apa pilihannya? Understand types of education options.
  2. Understand / Apa syaratnya? Differentiate admission, program eligibility and financial aid.
  3. Verify / Sumber resmi? Check EducationUSA and each institution's official site.
  4. Act / Langkah berikut? Research options, budgets, documents and applicable deadlines.

The segments are planning assumptions. No representative audience study, platform preference result or measured campaign audience is claimed.

4. Research and editorial governance

EducationUSA's Your 5 Steps to U.S. Study covers Research Your Options, Finance Your Studies, Complete Your Application, Apply for Your Student Visa, and Prepare for Your Departure [S1]. The concept mainly emphasizes the first three steps. EducationUSA explains that the costs of study vary and that financial aid is competitive; it states that scholarships may cover only part of the cost [S2, S3]. Institution-specific application requirements vary [S4].

Proposed editorial governance: Draft; verify each material claim with a dated primary source; review Indonesian/English equivalence; test text equivalents, captions, contrast and mobile readability; secure distinct release authorization. Do not represent advice or guidance as an admission promise, copy official logos, or impersonate an institutional spokesperson.

Verified broader bilateral context: Indonesia and the State of Illinois signed a cooperation statement in August 2026 [B1]. Universitas Muhammadiyah Malang and Northern Illinois University signed an education/research MoU in September 2026 [B2]; future implementation is not represented as a completed outcome. Neither agreement involves this independent portfolio.

The current Jakarta advising-center page/service path requires a separate pre-publication verification. This document makes no current appointment or service-availability claim.

5. Educational carousel

M03 produced seven original 1080 × 1350-pixel PNG/SVG pairs in the Intelligent Futures v1.2 — Neural Plasma visual direction. The following is an editorial index only, not a reproduction of slide visuals or verbatim slide text:

  1. Trustworthy information — establish the value of verified sources.
  2. EducationUSA guidance — introduce reliable U.S. study research.
  3. Research your options — examine institutional fit.
  4. Understand pathways — clarify distinct study choices.
  5. Prepare deliberately — review documents, costs and requirements.
  6. Reject guarantees — distinguish real opportunities from unconditional claims.
  7. Take a next step — navigate to official U.S. study information.

Original archive: DB26_Neural_Plasma_FINAL.zip. Previous QA established scoped image inventory integrity, while rights/provenance, complete accessible equivalents, physical-device legibility, advising-service recheck, and source-master reconciliation remain open. Exact conformity to the unavailable editorial master v0.3 is not independently certified here.

6. Video and bilingual distribution

M04-C produced approximately 45 seconds of 1080 × 1920 vertical educational video with Indonesian narration, English subtitles and twelve sequential SRT subtitle cues. The planned story arc is curiosity → verification → action. Original package: Digital_Bridges_2026_Milestone_04C_FINAL.zip.

M05-A approved four proposed bilingual editorial formats: 51001 Instagram carousel (scoped QA PASS); 51002 Reels video (scoped QA PASS); 51003 LinkedIn (OPEN for hero-image, rights and process review); 51004 source-linked educational CTA (scoped QA PASS). Exact approved caption bodies could not be recovered during this PDF build and therefore have not been reconstructed as supposed verbatim copy.

The final campaign archives have not been edited or re-created for this portfolio. Additional perceptual narration/subtitle review, Indonesian captions, full transcript and visual descriptions remain publication gates.

7. Crisis communications simulation

Scenario — entirely hypothetical: A shared graphic claims guaranteed admission to a U.S. university and a full scholarship through an unverified link, asking users for personal documents and payment. No actual incident, victim, account, institution or reach is alleged.

Proposed response workflow: Detect and minimally log the public claim; verify against institution-specific official sources and EducationUSA; assess financial, identity/privacy or impersonation harm; complete a bilingual editorial/privacy/accessibility approval; issue source-linked clarification without amplifying the misleading content.

English — condensed simulation response: Treat guarantees of U.S. admission and a full scholarship via a particular link with caution. Requirements differ by institution and program. Do not send private documents or payments to unverified accounts. Check official university pages and EducationUSA. This is an independent educational example, not an official statement.

Illustrative operating goals, not policy: Triage credible high-risk reports on the day of discovery and attempt primary-source verification within one working day, where evidence permits; record uncertainty openly and protect personal information.

8. Evaluation framework

Evaluation question: Does this proposed campaign improve understanding and navigation of authoritative U.S. study information without creating false expectations? There are no real campaign results.

Proposed indicatorDefinition / sourceIllustrative benchmark or decision use
Quality clearanceItems passing sources, rights, bilingual, captions, alt-text and mobile review / items assessed100% required before publishing
Admission and scholarship comprehensionConsenting respondents who correctly reject an unconditional admission-and-full-scholarship guarantee / all valid respondents80% or more, illustrative
Knowledge changePost-exposure minus pre-exposure correct-answer share in the same volunteers+15 percentage points, illustrative
Official-source referral rateOfficial-resource outbound clicks / eligible visits in the same periodEstablish actual baseline first
Clarification signalSubstantive questions grouped by theme and week, without identitiesDiagnostic; no quota
Issue-handling documentationHigh-risk simulation reports with evidence, severity and disposition logged / reports reviewed100%, illustrative

Opt-in comprehension testing would report sample sizes, selection, question wording, denominators and missing data. Neither clicks nor impressions prove admissions, scholarships, learning, or causal change. Avoid collecting names, IDs, records or identifiable behavioral profiles, and choose retention/deletion rules before any data collection.

9. Production integrity and release gates

Previously scoped QA PASS: Seven-slide PNG/SVG inventory; final-video archive/manifest integrity; 45-second playback and 12 sequential nonoverlapping English SRT cues; independence notice consistency; some EducationUSA source mappings.

Unresolved, not silently cleared: Image, sound-reference, voice and font provenance/permissions; exact earlier editorial-master comparison; current Jakarta EducationUSA local service; complete bilingual text equivalents and Indonesian captions; full narration/listening synchronization; additional mobile and screen-reader review; and explicit owner approval for any reuse or official campaign publication.

Neither this PDF nor the companion text file alters, republishes or clears the original campaign archives.

10. Sources and professional relevance

Official information sources checked on 30 October 2026:

Professional significance: This proposed case study demonstrates source evaluation, audience-centered editorial planning, bilingual communication, risk assessment, production-aware coordination, proposed quality gates, privacy-minded KPIs, and transparency about evidence limits. It does not assert government work, formal supervisory experience, an actual managed crisis, or measured campaign success.

Batas peninjauan: Dokumen ini adalah simulasi portofolio independen. Tidak ada klaim kampanye yang sudah dijalankan, dukungan resmi, insiden nyata, atau hasil pengukuran. Izin publikasi materi kampanye asli tetap memerlukan keputusan tersendiri.
